Notice of the State Certification and Accreditation Administration on the Reform of Compulsory Product Certification Marks
No. 10 of 2018——In order to thoroughly implement the spirit of the Nineteenth National Congress of the Communist Party of China, and further implement the requirements of the reform work of the State Council's “distribution service”, streamline the integration of compulsory product certification procedures and facilitate the application of mandatory product certification marks (hereinafter referred to as the “CCC mark”). The Commission decided to reform the management of the CCC mark. The relevant matters are now announced as follows:
I. Cancellation of the printing/molding CCC mark review and charging
1. Starting from March 20, 2018, the designated sign issuing management agency (Beijing Zhongqiang Recognized Product Signs Technical Service Center) will cancel the review of the printed/molded CCC mark and cancel the corresponding audit fee, which will be printed by the certified enterprise. / Molded CCC logo.
2. The certified company's own printing/molding CCC mark shall be implemented by the "mandatory product certification mark application requirements" (see Annex 1).
Second, about the standard specification CCC logo issue management
1. Starting from May 1, 2018, designated certification bodies are responsible for the issuance and administration of standard CCC marks. The charges are by the "Notice of the National Development and Reform Commission on Releasing the Fees for Partial Inspection and Inspection of Operation Services" (Price of Development and Reform [2015] No. 1299) provides for enforcement.
Before May 1, 2,018, each designated certification body shall complete all preparations for the issuance of standard-standard CCC marks, including CCC mark issuance management procedures, contact persons, contact telephone numbers, etc., and be announced.
3. The designated sign issuing authority (Beijing Zhongqiang Recognized Product Signs Technical Service Center) assumes the issuance management of standard specification CCC marks to May 31, 2018, and no longer undertakes the standard specification CCC from June 1, 2018 The issuance of signs.
Third, simplify the integration of CCC logo categories
From March 20, 2018, the CCC mark no longer includes subdivisions such as S (safety products), EMC (electromagnetic compatibility), S&E (safety and electromagnetic compatibility), F (firefighting), and I (information security). There is a CCC mark that can be eliminated naturally based on the die replacement cycle and product inventory.
Fourth, to strengthen the follow-up supervision of CCC mark addiction behavior
When the certified enterprise applies the standard CCC mark and the self-printing/moulding CCC mark, it shall strictly follow the relevant requirements of the “mandatory product certification mark application management requirements” and “mandatory product certification implementation rules” to establish The CCC mark usage and management system, and record and archive the use of the CCC mark.
The designated certification body shall strengthen the supervision and management of the CCC mark, guide the certified enterprise to correctly use the CCC mark, and implement the main responsibility of the certification body.
Local certification supervisory and administrative departments at all levels should strengthen the supervision and management of the application of the CCC mark and law enforcement inspections.
